It’s a multiplier depending of the user’s normal form. Trunks has increased the power of his normal form for his Super Saiyan 2 to be able to be as strong as Gokuh’s Super Saiyan 3. Trunks’s Super Saiyan 2 is still Super Saiyan 2. Gokuh shows this in his battle against Toppo.
God and Super Saiyan 2 are on different levels of power.
